The federal baseline

Federal law exempts waste from ordinary household activities from hazardous-waste regulation — EPA's household hazardous waste guidance lists paint among the leftover products "that can catch fire, react, or explode under certain circumstances, or that are corrosive or toxic." EPA's advice is to check product labels for disposal directions and use a community collection program rather than the drain or the ground.
